Προσοχή στα σημειώματα της Εφοριας: Κρύβουν πολλά λάθη!

Ελαβα εχθές το μεσημέρι με το ταχυδρομείο, ένα σημείωμα από τη ΔΟΫ Χαλκιδας, με τίτλος "Τροποποιητικό Εκκαθαριστικό Σημείωμα Φόρου Εισοδήματος Υπαιτιότητα του Φορολογούμενου", στο οποίο με καλούσαν, σύμφωνα με τη νέα εκκαθάριση, να πληρώσω επιπλέον από τον αρχικό φόρο εισοδήματος (που ήδη ειχα εξοφλήσει).
Δε θα μπω σε λεπτομέρειες να σας περιγράψω τα συναισθήματα που δημιουργούνται απο ενα τέτοιο ειδιποιητηριο. Έχεις κανει τον προγραμματισμό σου και ξαφνικά, καλείσαι απο το πουθενά, να ξηλωθεις χωρίς λόγο και αιτία. 

Αυτό που ίσως να έχει αξία για εσάς, ειναι ότι ξαφνικά, αφαίρεσαν απο τις προκαταβολές φόρου που είχα καταβάλει το 2012, ενα πόσο περί τα 1000€, πράγμα το οποίο έγινε στον "επανελεγχο" της δήλωσης μου. Το ωραίο ειναι ότι όταν με κάλεσαν να τους πάω τις αποδείξεις, κάναμε μαζί με τον υπάλληλο της ΔΟΥ τα άθροισματα και ήταν ΟΚ! 

Συμπέρασμα: να ελέγχετε παντα τα χαρτιά της εφορίας. Κάνουν συχνά λάθη! Και βέβαια, μην περιμένετε αυτό να το κανει για εσάς ο λογιστής σας. Δυστυχώς, εκτός απο νομικοί (για την τακτοποίηση των αυθαιρέτων), τώρα πρέπει να γίνουμε και λογιστές!

Φορολογικά & αμοιβές μηχανικών για έκδοση άδειας νομιμοποίησης αυθαιρέτου.

Πιστέυω πως είναι η μοναδική περίπτωση που οικονομικά αξίζει τον κόπο να ασχοληθεί σήμερα ένας μηχανικός. Οσο είναι σε ισχύ ο Ν. 4178/2013 των αυθαιρέτων και είναι δυνατό να νομιμοποιηθεί οποιοδήποτε κτίριο δεν παραβιάζει τις πολεοδομικές διατάξεις σύμφωνα με το άρθρο 48, πργρ6:
"Σε περίπτωση αυθαίρετης κατασκευής, που τηρεί τις ισχύουσες πολεοδομικές διατάξεις ή αυτές που ίσχυ αν κατά το χρόνο κατασκευής της, αυτή είναι δυνατόν να νομιμοποιηθεί ύστερα από έκδοση ή αναθεώρηση της άδειας δόμηση", μπορούμε σαν μηχανικοί να εκδόσουμε τη σχετική άδεια δόμησης, και ο ιδιοκτήτης αντί να πληρώσει το πρόστιμο στο Ελληνικό Δημόσιο, να το πληρωθούμε εμείς για την εργασία μας.
Μάλιστα, μετά και την ερμηνευτική εγκύκλιο, όπου για τις Αδειες Δόμησης Νομιμοποιήσης, που διευκρινίζει ότι δεν απαιτείται βεβαίωση από το ΙΚΑ (για την έκδοση της άδειας), ο ιδιοκτήτης δεν επιβαρύνεται το κόστος αυτό. Οπότε, όλοι βγαίνουν κερδισμένοι.
Σχετικά με τις αμοιβές και τα φορολογικά, οι μελέτες που απαιτούνται σε πρώτη φάση για την έγκριση δόμησης, είναι:
-Τοπογραφικό (άν έχει τροποποιηθεί από την προηγούμενη άδεια, ή άν δεν υπάρχει καθόλου)
-Αποτύπωση αρχιτεκτονικών.
Για τον προϋπολογισμό του έργου, άποψή μου είναι ότι πρέπει να γίνουν δύο προϋπολογισμοί:
-Ενας για τα φορολογικά του ιδιοκτήτη και να περιλαμβάνει τα τετραγωνικά των χώρων που θα νομιμοποιηθούν,
-Ενας για τις μελέτες, όπου θα περιλαμβάνονται όλοι οι χώροι του κτιρίου, αφού για να γίνουν τα αρχιτεκτονικά, πρέπει κανείς να αποτυπώσει ολόκληρο το κτίριο και όχι μόνο τους χώρους που νομιμοποιούνται.
Προσοχή, γιατί οι διαφορές είναι μεγάλες μεταξύ των δύο αυτών προϋπολογισμών, να μην πληρώσετε επιπλέον φορολογικά.
Στη συνέχεια, για την άδεια δόμησης, οι μελέτες που πρέπει να γίνουν, εξαρτώνται από τον ΓΟΚ τον οποίο θα εφαρμόσετε για την έκδοση. Για παράδειγμα, ο ΓΟΚ '73 δεν ήθελε Η/Μ κλπ.
Επίσης, η στατική μελέτη θα πρέπει να είναι σύμφωνη με τη νομοθεσία που ίσχυε κατά το χρόνο κατασκευής. Δηλ. για ένα κτίριο του πρό του ΝΕΑΚ, θα πρέπει να εφαρμοσθεί ο παλιός αντισεισμικός κανονισμός κλπ.
Ειδικά για τη στατική μελέτη, σαν αμοιβή πρέπει να υπολογισθούν:
-Αποτύπωση στατικών,
-Ελεγχος υπάρχοντος σε στατικά φορτία
-Ελεγχος υπάρχοντος σε δυναμικές φορτίσεις.

Το παρόν άρθρο, το γράφω με την ελπίδα να είμαι ο τελευταίος που δε θα πληρωθεί για το λόγο αυτό. Συνημμένα, σας παραθέτω το έγγραφο με το οποίο μου απάντησε ο Δήμος Διρφύων-Μεσσαπίων και σύμφωνα με το οποίο, έχει παραγραφεί η υποχρεωσή του να με πληρώσει.
Δυστυχώς, η πολυδαίδαλη νομοθεσία, η οποία είναι και άδικη κατά τη γνώμη μου, δίνει τη δυνατότητα στο Δήμο να οχυρωθεί πίσω της και να μη μου καταβάλει το ποσό αμοιβής μου, για την εργασία μου. Βλέπετε, δεν αξιολογήθηκε το γεγονός ότι εγώ εκπλήρωσα όλες μου τις υποχρεώσεις, και με το παραπάνω, ώς όφειλα. Επίσης, δεν υπήρχε κανενός είδους πρόθεση από μέρους της οικονομικής υπηρεσίας του Δήμου, για να με προφυλάξει από αυτόν τον κίνδυνο. Αντιθέτως, ταλαιπωρήθηκα ψάχνοντας για παλιές δημοσιεύσεις σε εφημερίδες, που μου ζήτησαν αρχικά, πλήρωσα φορολογικά και κρατήσεις, χωρίς κανένα αντίκρυσμα.
Στην ουσία, αυτό που ξέρω εγώ, είναι ότι ο Δήμος παρέλαβε μία μελέτη οδογέφυρας, η οποία μάλιστα κατασκευάστηκε άρτια και σωστά, χωρίς να πληρώσει, εις βάρος μου.
-Αφού λοιπόν η οικονομική υπηρεσία ήξερε ότι υπήρχε θέμα παραγραφής, για ποιό λόγο μου ζήτησε να εκδώσω απόδειξη παροχής υπηρεσιών, να πληρώσω φορολογικά κλπ;
-Αφού δεν με πληρώνουν, για ποιό λόγο καταχώρησαν την αποδειξη παροχής υπηρεσιών μου στα βιβλία τους και δε μου την επιστρέφουν για να την ακυρώσω;

Ελπίζω να είμαι ο τελευταίος που εκμεταλεύονται μ' αυτόν τον τρόπο.

The Epson Stylus CX4200 Series Printer is actually a three in one printer. It does printing, basic copying and scanning. It is very easy to use. I am not usually a printer friendly girl but I have found this brand and model to be easy even for me to use. The printing is basic. You can print black and white or color. I have found that if you print on the high quality level the ink will make the paper you print feel wet and it has sometimes crinkles up. I try to print on low to mid level. It does a really nice job on those levels and you do not have the problem of your paper crinkling. 

The scanning aspect of the printer is nice because we can scan documents and fax them to clients. The quality of the scan is not the best. Most of the time, the image I try to scan will come out a little fuzzy. You can still read it so it is fine for the type of work I do from home. My favorite feature is the copying. I can copy in black and white or color. I still need to adjust the quality of the ink being used or I will have the same problem as I do when I am printing. But I really love the copy that this machine makes. In my opinion it is just as good as if I took it to the copier place and had them do it. 

So to sum up, I think if you are going to use Epson Stylus CX4200 Series Printer for personal or small business it is a good machine for the price. But if you need something that puts out high quality printing and scanning then this is not the printer combination you should consider getting.

- την ενεργειακή αναβάθμιση ή

- τη στατικη του ενίσχυση.

Με λίγα λόγια, αν το πρόστιμο του αυθαίρετου ειναι 10.000€, πηγαίνετε να αλλάξετε τα κουφώματα σας με τις 5000€ ή κάντε εργασίες επισκευής/ενίσχυσης του φέροντος οργανισμού, αντί να τα πληρώσετε στο ελληνικό δημόσιο.

Παραθέτω εδώ το σχετικό άρθρο, για δική σας ενημέρωση:

Άρθρο 2.

1. Για κτίρια που κατασκευάστηκαν προ του 2003 και υπάγονται στις ρυθμίσεις του Ν. 4178/2013 (ΦΕΚ Α΄ 174), το ποσό του ειδικού προστίμου, που καταβάλλεται δυνάμει του ανωτέρω νόμου, δύναται να συμψηφίζεται με το ποσό που δαπανάται μετά την έναρξη ισχύος της παρούσης για την στατική ενίσχυση των κτιρίων αυτών.Η παρούσα απόφαση δεν εφαρμόζεται σε κτίρια, οι ιδιοκτήτες των οποίων έχουν λάβει επιδότηση από κρατικά ή συγχρηματοδοτούμενα από την Ευρωπαϊκή Ένωση προγράμματα για την επισκευή / αποκατάσταση ή ενίσχυση του φέροντα οργανισμού τους ή αποκατάστασης ζημιών σε κτίρια που έχουν πληγεί από φυσικές καταστροφές (σεισμό, πυρκαγιά, πλημμύρα, κατολίσθηση)

2. Οι παρεμβάσεις αφορούν στην επισκευή / αποκατάσταση ή ενίσχυση του φέροντα οργανισμού και υλοποιούνται σύμφωνα με τις κείμενες διατάξεις και προδιαγραφές που ισχύουν για τις υποχρεωτικές ελάχιστες απαιτήσεις φέρουσας ικανότητας κατά τον Κανονισμό Επεμβάσεων (ΚΑΝΕΠΕ) ή σύμφωνα με τη νομοθεσία που ίσχυε κατά το χρόνο έκδοσης της άδειας δόμησης του κτιρίου, μετά από μελέτη και τεχνική έκθεση από αρμόδιο μηχανικό.

3. Στη διαδικασία συμψηφισμού εντάσσονται δαπάνες για αγορά υλικών/εξοπλισμού καθώς και για πρόσθετες εργασίες για την ολοκλήρωση των παρεμβάσεων, όπως εργασίες αποξήλωσης/αποκομιδής, τοποθέτησης/εγκατάστασης, αποκατάστασης, τοποθέτησης ικριωμάτων, κλπ, και για την αποζημίωση για τους απαιτούμενους ελέγχους δόμησης. Στις ανωτέρω δαπάνες συμψηφισμού δεν περιλαμβάνεται ο ΦΠΑ.

Νομίζω ότι πρόκειται για μια σημαντική εξέλιξη, την οποία ειναι χρήσιμο όλοι να έχουμε υπόψη.

HP TopShot LaserJet Pro M275 MFP does the latter. Think of it as a multifunction color laser printer, but with a 3D scanner rather than a traditional flatbed scanner. It isn’t 3D in the sense that the scans will require funny glasses, and it won't create 3D models you can rotate. Rather, it’s 3D in that you can scan or copy three-dimensional objects, such as coins or matchboxes, as well as the usual paper-based documents, without trying to sandwich them under the lid of a traditional scanner. The M275 is an all-in-one printer with a difference. And that difference brings both advantages and disadvantages.

Setting aside the 3D scanner for a moment, the M275 is a highly capable color laser printer. We were impressed by its ability to print color graphics, especially photos. Too often, you have to sacrifice graphics print quality if you want the superior-looking text printing of a laser printer. On the other hand, this model’s 50-sheet paper-output bin, higher-than-average per-page costs, and lack of support (either built-in or optional) for automatic double-sided printing make it less attractive for business use as a primary printer, as opposed to an add-on printer.

And because of its unusual scanning mechanism, the M275 is something of a niche product. It’s close to ideal if you regularly scan objects or delicate documents and need a consistent, relatively fast method for reproducing those objects either in print or on the Web. In theory, you might do a better job capturing these objects with a high-quality digital camera and careful lighting, but that could be more trouble and time than it’s worth.
